the view that there is not only no insuperable objection
to the registration of Shanghai Companies in Hongkong, but
that it will in fact in his opinion be the best solution
under the conditions he proposes. These conditions are
contained in a despatch to the Secretary of State for
Foreign Affairs a rough draft of which I have seen,
and in
which I concur generally without venturing any opinion on
legal
the points involved. I understand however that Sir
Havilland has several points (in which the Attorney-
-General differs from his view) under consideration, and I
have written to ask him for a copy of the despatch as
finally amended. I shall then submit to you the criticisms
of the Attorney-General and Mr. Pollock on these points. I
trust that you will move the Secretary of State for
Foreign Affairs to agree to the essential principle ad-
-vocated by Sir Havilland de Saumarez and that as little
delay as possible may be incurred in giving effect to it,
since the judgment of His Honour the Chief Justice has had
the effect of alarming the Companies and disturbing
business.
